If any Nation or Govt can not provide food to the starving Section of its people , it has no right to ask for his/her vote from them during Democratic Election .
In Nations of Military or Religious orthodoxy, starving people have the right to steal or plunder the rich man's Wealth.

New system of TAXATION should be introduced in all govt. on adults who eats more (Obese) than they utiiise[lazy] ;they are also the 'Criminal hoarders i.e eating more than they need and deprive the poor.
In a nation where more than one-third of population is starving [e.g India], all rich people of high Income group should taxed Extra [ say 10 % ] on their yearly income to support the Poor. Otherwise , the poor peope have divine right to take up arms.
